PDF to HTML: limits and things worth knowing

PDF describes fixed positions and HTML describes flowing content, so the conversion is fundamentally lossy in layout terms. Expect the text to be correct and the design to be approximate.
Multi-column pages, tables and footnotes are where conversions break down most visibly, because the reading order in the file is not always the visual order on the page.
A scanned PDF has no text to convert. Run OCR first or the output will be empty.
